    First Annual Policy Makers’ Summit: November 20, 2003

Summary

Approximately 50 people attended the Summit representing national organizations, federal agencies, congressional offices, states, and researchers. Representative Patrick Kennedy’s staff assisted with the Summit arrangements and Rep. Kennedy actively participated in the Summit.

The Agenda consisted of opening remarks from Barbara J. Smith from the Center; Stephanie Lee, Director of OSEP; and Joanne Cashman, National Association of State Directors of Special Education. Congressional Greetings were offered by Rep. Patrick Kennedy. Glen Dunlap from the Center gave an overview of the Center. Jane Knitzer, National Center for Children in Poverty, provided a historical context. A panel presented data on effective approaches and included Early Head Start, Positive Behavior Support, Regional Intervention Program (RIP) and the LEAP program (Lise Fox, Lynette Kimes, Matt Timm, Phil Strain and Kelly Wilson). A panel on diversity was presented by the National Association for Bilingual Education (Peggy McLeod) and the National Black Child Development Institute (Andrea Young). Information on three syntheses of the knowledge base that the Center has conducted was presented and finally, a panel of states’ initiatives in establishing Systems of Care (MD, CO, VT) was also presented (Roxane Kaufmann, Al Zachik, Claudia Zundel, Brenda Bean, and Maria Synodi).

The conclusion of the Summit consisted of a discussion of:

  1. actions needed to scale up effective programs and practices so that they are available in all communities and programs, and
  2. actions needed to expand the knowledge base.

Finally, participants were asked to complete a questionnaire about:

  1. actions they may take in their on-going work, and
  2. supports and resources the Center could provide to assist them.
