    Second Annual Policy Makers' Summit: November 23, 2004

Summary

There were two objectives for the 2004 Policy Makers' Summit :

  1. Report research findings about the impact of challenging behavior in young children and policy related barriers to effective services, and
  2. Identity strategies for promoting and scaling up effective services and systems

Fifty-five people attended the Summit representing state and federal agencies, national organizations, and researchers. For a complete list of these individuals, please see the Participants List.

Greetings were brought from SAMHSA by Sybil Goldman, Senior Advisor and from OSEP by Stephanie Lee, Director. Short presentations of research findings were followed with small group work to generate “Big Ideas” for addressing the findings related to barriers to services and scaling up effective practices.

The research presentations summarized findings in the following areas:

•  Five Prevalent Challenges to Providing Effective Services from State and Local Perspectives (Drs. Barbara J. Smith & Corry Robinson)
