The Third Annual Policy Maker’s Summit on the topic of young children and challenging behavior was convened by the Center for Evidence-Based Practice: Young Children with Challenging Behavior on November 16, 2005, in Washington, DC. Collaborating partners included the National TA Center for Children’s Mental Health, the Council for Exceptional Children, and the Center on the Social and Emotional Foundations for Early Learning. There were two specific objectives for the 2005 Summit:
