    Third Annual Policy Makers' Summit: November 16, 2005

Summary

There were two objectives for the 2005 Summit:

  1. Build on the recommendations from the 2004 Summit and create an action agenda,
  2. Provide research findings on: the link between behavior, school readiness and other indicators of well-being; preschool expulsion; prevention and intervention practices that work; and, policy challenges and strategies identified by local/state leaders.

Sixty-five people attended the Summit representing state and federal agencies, national organizations, and researchers. For a complete list of these individuals, please see the Participants List.

Greetings and remarks from key federal agencies were brought by Patty Guard, Deputy Director, Office of Special Education Programs (OSEP); Sybil K. Goldman, Senior Advisor on Children, Substance Abuse and Mental Health Services Administration (SAMHSA); Shannon Christian, Associate Commissioner, Child Care Bureau; and Judith Jerald, Acting Division Director, Head Start Bureau. Short presentations were followed by small group work to generate ideas for moving an action agenda forward to address barriers to services and scaling up effective practices.

  • Research to Practice: Promising Practices with Infants and Toddlers (Dr. Lynette Kimes)
  • Policy Challenges, Opportunities and Strategies Identified by State/Local Leaders, Families and 2004 Policy Maker’s Summit Participants (Dr. Barbara J. Smith, Roxane Kaufmann)
